I am making an electric train with a balsa wood base, but the electric motor i bought did not come with a mount. I need to figure out which kind of material is light, easy to use, and will hold my motor securely. If you know how or have any suggestions, please tell me!

Ben,
you can use western red cedar, this timber is very light and will hold screws better than the Balsa, .
build an arch to fit around the motor on a cedar base , a thin layer of neoprene rubber will stop the motor slipping , and absorb any stress on the mount,.

you could also use 2 electricial zippy ties to secure the motor to a light ceadr base, or if you can do some basic metal work and have access to light guage aluminium, you could use the alloy instead of the cedar.

I have some n-scale flex track for my model railroad but no way to cut it. Is there some special tool I can buy or is there another way?

Your local hobby shop can sell you a Track Cutter,not cheap but it makes a smooth cut. Or if you have a Dremel tool use a cut -off wheel to trim the Track. Just don’t forget to file the cuts down smooth for proper alignment and reduced Track noise.
