but the locomotive and freight cars? Like what is the biggest scale? Thanks and links would be greatly appreciated.

The biggest scale in mass production is G- scale (about 1:23) and is often used outdoors,even in Canada. There are only a few manufacturers of locomotives, Cars can cost from $ 60 to $ 120 and up ($ US) , locomotives from $ 200 to $ 1200 (and up). Check into a hobby shop, or pick up a model railroad magazine (Model Railroader or Railroad Model Craftsman) or one of the Garden Railroad magazines for more detailed information.
You could reduce these costs by modelling your own cars and buildings – many do. There are kits available, for this as well as materials you can get so that you can design and build your own idea. Some even build their own locomotives.
You may have a model railroad club giving an open house type of show, or layout tour – check with the local hobby shop for this information.
Lastly, there is a nonprofit organization called the National Model Railroad Association, based in the US, but with semi-independent regional groups in Canada, Australia, Britain and Western Europe.
