Especially for transportation purposes…trains, cars, etc….I know on submarines , they extract the oxygen from H2O. Is there a car on the market where you can add water instead of gas/diesel ?

You have to inject more energy than you will extract. Submarines have a handy nuclear reactor as standard equipment to provide the energy for the extraction process.
